Yes. Though it depends on which city you are referring. If the city is located near a fault line- edge of a plate- the city has a high chance of being affected by any plate boundary movements. When enough stress is built up and is eventually released, seismic waves move away from the epicenter. If the seismic waves are powerful enough many surrounding cities, towns, etc can be affected.

When an earthquake hits near a major city, there are numerous problems, including:

  • The infrastructure (roads, railways) are damaged.
  • Large cities hold large populations of citizens.
  • If the event happens during the work day, more people will be in high-rise buildings within the city with higher risk of injury or death.
  • Travel will be greatly impaired at a time when large numbers of people need to quickly move away from danger.
  • If the city is near a shoreline, such as port cities in Japan or on islands, tsunamis often follow.
  • Emergency services won't be able to rescue people very fast.
  • People will be trapped in homes and businesses, often on the upper levels; they won't be able to move inland and rescue will take long to find them.
  • The sheer numbers of people needing rescue will overwhelm emergency services.
  • Basic services such as telephones and electricity can be disrupted; people can't call for help.
  • The injured will need tending to by the first person on the scene, therefore, many first rescuers will be laypersons without medical knowledge.
  • After a quake and tsunami, access to food and water will be impaired.
  • People who lose their homes will have no where to go unless there is a central localized site to get help and shelter.
  • When under stress, many people react by saving themselves first; the ill, disabled, and elderly are at higher risk of finding no assistance.
