In a Windows based OS it sounds like you're referring to a "Control panel" on the start menu.
I'm guessing it's Control Panel that your looking for. It would be listed on your Start Menu, or you can type in the Search Bar Control Panel.From within this window you can view manage Hardware Devices and Programs. The hardware installed on your system is listed under Device Manager.Programs installed are listed under Programs and Features

Well, If you are looking for all the icons in Control panel. Click "view" and choose small or large icon to view all the hidden control panel list.

There is a likely chance that this is happening due to one or more parameters that are not set properly in your PC's registry; however, if you are not familiar with the registry, do noteven attempt to access it. There are three simple tests that you can try: 1. If your PC has more than one User account (i.e.: Administrator and John Smith), the program may have been installed while using one account (i.e.: Administrator) and you are currently in the other account (i.e.: John Smith) that would cause the program not to be displayed on the Control Panel within the John Smith account. 2. If there is a minor problem with the Control Panel itself, try the following to access the "Add or Remove Programs" panel directly: Click "Start" followed by clicking "Run" and enter the following: appwiz.cpl followed by clicking on "OK" that will directly display the "Add or Remove Programs" panel. 3. At the top-right corner of the "Add or Remove Programs" panel, click on the small square box to the left of "Show updates". If after having tried the above three tips and your program still doesn't appear, seek the help of a qualified technical person.
