Generally speaking, Article Four of the Constitution deals with the relationship between the Federal and State governments. In addition, the 14th Amendment is interpreted to extend all Constitutionally protected rights to be protected from both Federal and State law. That is, both State and Federal must pass US Constitutional muster (not just Federal law).

The supremacy clause. Found in Article IV, the supremacy clause states that the Constitution and other laws and treaties made by the national government "shall be the supreme Law of the Land." Because the Constitution is the highest law, the national government is not supposed to act in violation of it. Likewise, states may do nothing that goes against either the Constitution or federal law. -excerpt from "Civics Today: Citizenship, Economics and You"
