Questions without any scientific support may not be answered by science. Hope this helped :3
Science cannot answer whether or not there are other life forms in outer space, nor can it answer when and where life forms began. Science cannot even come close to answering if a God, or Supreme Being, even exists. It also cannot give an answer for those who believe in past lives or after lives.
Questions that cannot be answered by science must be prefixed with the the word "yet" or "presently". Eventually all questions are answerable, People posing the question generally are thinking of metaphysical questions like what happens when we die, is there a god, what is love, what is beauty or similar imaginary questions like who would win in fight between Superman and Godzilla . Their intent is to the confound the scientist or secular person with the superiority of their religious belief or similar. When science does provide an answer such as why do mothers care for their children, does prayer cure disease, or what is morality and where does it come from, the answer is generally poorly received by the non-science poser.
Actual science questions such as the granular nature of space, the unified field theory and many mathematical questions are difficult to explain let alone answer.

An idea: much of science is founded on theories which are observed in everyday life, but cannot be proved. For example, science cannot physically prove that any two bodies with finite mass will be attracted by gravity. Theories and laws describe phenomena that cannot be proven.

Questions that ask about opinions can't be answered with science. As a teacher, I have students rephrase their question more specifically so that it can be answered by science. Their proposed answer to the question is their hypothesis. This is why science cannot demonstrate religion as a hoax, as much as atheists would like to believe it. Unfortunately for believers, science cannot demonstrate the truth of religion either. Religion is one of those regions beyond the pale of science.
no, never
You do not inform us which nation and what problems you are talking about, so your question cannot be answered.
We do not know for certain what questions cannot ever be answered by science; we can certainly say which questions have not yet been answered by science, but we do not know what new information may be obtained by scientific research in the future. However, some types of problems do seem to be more amenable to scientific enquiry than others. Science has a particular method, based on observation and logical analysis. This is an excellent method for many types of problems, but perhaps not for all types of problems. Some things may depend more on feelings than on logical analysis.
