The service providers do the tracking, and they won't offer such services to you unless you have some actual authority to do it, e.g., Homeland Security and other law enforcement agencies, etc.
United States Park Service Rangers are federal law enforcement officers. Park Ranges also the authority to issue citations for federal violations and make arrests.
