Congress appropriates all the money that the different departments of the Executive branch depends on to fund each departments activities. All monies used to run the United States government are dispensed by Congress.

The US Congress is responsible for passing bills that if signed by the US president, become laws. With that said, it is clear that to pass laws and keep the federal government operating effectively, the president and the congress must work together, making compromises as needed and pursuing the government work that benefits the American people.
