Most fish (to the best of my knowledge) are consumers. How they fit as far as who's at the top and who's at the bottom depends on the fish. Sharks (which are fish) are apex predators and thus consumers at the top of the food chain. Sardines, on the other hand, are also consumers but they are much lower in the food chain and often become dinner for the predators they share the ocean with.
