On the rare occasion that orchestral music even uses a saxophone, it often gets a solo at some point. A lot of orchestral music was written before the saxophone was invented, and as such the standard instrumentation was pretty well defined by the time it came into use.
Most of the time, orchestras don't use the saxophone at all., due to the fact that so much of the repertoire was written before the sax was invented, which in turn locked standard instrumentation in place. For the occasional later work that might include one, it fills out the woodwind section, in the range between Clarinet and bassoon.
