Here is a little info

there is something in the flag code about this.... it says to raise the flag briskly and lower it ceremoniously... for a regular sized pole of 20/25 ft it would take a minute to lower the flag down from the top.

in Disney world they have a flag on a pole (not sure how tall pole is ) and they do a flag lowering ceremony evey day and have a band play the star spangled banner and in that time they lower the flag and un hook it from the halyard and play your a grand old flag with they fold it up. (seen vids of this on YouTube)

if there more than one flag on separate poles the US flag is raised 1st and lowered last

i wonder where on earth these people got the raising and lowering speed mixed up??

it is raiseds quickly to get to the top of the pole and flying and lowered slowly to apparnelty show reluctance at wanting to take the flag down.
