Yes. You should be very honest if the salary is not up to standard. This will allow the employer to make a better offer to the next candidate..better yet, you should not outright reject the job offer. YOu should tell the employer that you will not be able to accept at that salary level.

A W2 form can be received from your employer, who should write you one for income tax. This should be mailed out on or before January 31, which will allow you enough time to complete before the April 15 deadline.
