I believe that is the harmonic balancer. If that has failed, you will get engine vibrations at the lower speeds. It should be replaced.

The timing marks should be on the driver's side of the car down by the harmonic balancer on a small plate. theres usually a "pointer" on the drivers side. its attached with two of the front cover bolts. When you look down at your Harmonic balancer there should be something about it that you see that looks kinda like saw teeth with numbers in the gaps. The zero or line whichever year you have should be on the Harmonic balancer.
you should use a tool called a harmonic balance puller. the balancer came off in two pieces and the second piece that's still on the crank shaft won't come off
Remove belt,4 pulley bolts and remove pulley. Remove harmonic balancer bolt and washer,reinstall bolt with out washer,just in about half way.You will need a harmonic balancer puller.These are not very expensive about $20.00 or borrow one from somebody.You just thread the correct included bolts into the balancer where you removed the pulley bolts and will be pushing on the reinstalled balancer bolt.The balancer should clear the bolt head without the washer.This is so you don't damage the threads in the crankshaft.
Remove the big center bolt that holds the harmonic balancer in place. If you have a complete hub puller assembly, it should screw into threaded holes. You'll need to work something out to protect the crankshaft threads when you tighten down the puller, just be aware that you don't want to destroy the crankshaft by messing up the threads. Tighten the puller and it should remove the harmonic balancer for you.
to my knowledge it is located behind the harmonic balancer. You should be able to c the wires runing to it just to the right of the harmonic balancer. Now if you could help me with information on how to uninstall the harmonic balancer i would greatly appreciate it Thanks. To remove the harmonic balancer you have to buy or rent a harmonic bancer puller. The bolts required for yours may not be included. If not you will have to go to the hardware store and purchace them. You should use the 3 1/2 inch #8 1/4 inch bolt 3 required also buy 3 washers cost under 4 dollars.
they make a harmonic balancer install/ remover....very simple with the right tool... more than likely any local parts store should have one on the shelf...they come with a decent diagram to help ya out
assuming the crank is out,cool it in the freezer and warm the balancer ,the balancer should slip on. be careful ! I have not done this with a crank and balancer,but it works well in other applications. ie.sleeves in blocks.
