What was the reading on the gage, while the system was running, before you changed it? Eight #'s pressure sounds about right but depends upon a few things. I dont belive there is a set test for a fuel filter,but, you can put a pressure gauge before the filter,get a reading and then put the guage after the filter and get another reading. Based on the information, I assume it is the fuel filter you changed, that you have good spark and have done a fuel pressure check. I doubt that ALL the injectors would be clogged. I would think the fuel pump is faulty.
