There can be a lot of rain in the UK, and when this happens over a long period of time, rivers can burst their banks and flood local areas. In addition water tables raise during long periods of continual rain or thaw, this causes the "soak away" effect to be insufficient and this cause the water remain at surface levels thus flooding.
