You need to check local regulations. Many states do not permit raccoons to be kept as pets. Some states allow it by may have municipalities that do not allow pet raccoons to be kept in the city.

"Pennsylvania allows people to have pet racoons" <---This answer is entirely wrong. It is illegal in PA to have a pet raccoon. The game commission will come and confiscate the animal, kill it and test for rabies.

Answer 2 is entirely not true. In pa you are legally allowed to own a raccoon as a pet, as long as it is not taken from the wild, and is purchased within the state, from a USDA approved, and game commission licenced wildlife propagator. Your receipt from purchase, is you permit to own. They must be kept as an inside pet, and not exposed to the general public. I know all this for a fact, because we are getting a kit this spring from Keystone Exotics, and I have spoken directly to the game commission in Harrisburg, to double check all the laws. They are only illegal if brought in from another state, which makes them contraband, or if taken from the wild.

Raccoons do not hibernate anywhere. They are active during the winter foraging for food. If the weather turns really bad, they will stay in their dens and sleep until conditions improve. However, it is not a true hibernation.
