In the US, where the education is needed most, one way is to tax gasoline so that it goes to $5 or $6 per gallon and stays there. Put the money into development of technologies that we have known about for decades, and did nothing with them because we could always get as much as we wanted anyway. The two main steps to combat Global Warming are:

• Slow down and eventually stop burning fossil fuels, because this releases long-stored carbon into the atmosphere where it is contributing to the enhanced greenhouse effect.
• Stop deforestation and plant millions of trees. Trees absorb CO2 from the atmosphere and store it for hundreds of years.

There are many other different steps that could be taken to combat global warming. Every conservation measure, no matter how small, contributes to this effort, so such things as shopping with a re-usable bag rather than a one-time-use bag helps. Bicycling rather than taking a car helps. More fundamental change can be accomplished through population control. Every person on Earth has a carbon footprint, that is, produces some quantity of carbon dioxide emission through their consumption of various products, and the more people there are, the greater tha carbon footprint, inevitably, and regardless of what conservation measure are taken to reduce individual consumption. The world already has too high a population, and desperately needs population planning on a global scale. The world also needs to stop wasting resources through pointless conflict such as the various wars currently taking place. Logically, this suggests a global government, although that does not seem likely to happen.
