I know in the late model cars you have to hold the brake to shift from park, so I would start there. There should be a switch on the brake pedal shaft.
The switch on the brake pedal is disconnected or defective. The shifter interlock has to get a signal from the switch to know the pedal is being pressed before it will release the shifter.
i had the same problem,mines a 89 too. that being said,mine has the switch on the Console,Not the shifter,and i discovered i had to run a power supply to the middle pole,then switch works fine. i did this by running a Good wire from fusebox to switch,from Power lead that Only comes on when car is running. otherwise,it will stay on all the time n kill your battery. anyone know what that button on the Side of the shifter knob is actually for?

If so the switch on some vehicles can be found on the brake master cylinder. On my vehicle it was a red in color and was found on the end of the master cylinder.
No, neutral safety switch deals with the position of the selector lever (gear shift) which prevents the engine from being started when in other than neutral or park. The multifunction switch controls lights, signals, wiper etc.
To switch back to automatic after being in the simulated manual mode, you need to shift past fifth gear. When you reach fifth gear, you can tap the shifter to the right twice and it will go back into automatic. Or, you can shift the car to neutral and then back to drive. I would suggest being stopped for this though.
1) The brake light switch behind the brake pedal needs to be replaced. The brake lights are tied to a solenoid that prevents the shifter from being moved without the brake pedal being depressed. try loosening up the bolts on the linkage that connects to the shifter from under the car. If to tight it might cause stiffness
There is a switch that tells the car its OK to start the motor. The one for the gear shift being in the Park or neutral position sounds like its loose or out of adjustment. Unfortunately I am not familiar with the 99 and where it is. Hopefully someone else can elaborate.
