Many things are inputed to tell the tranny to shift. The Solonoid pack executes the shift, and the transmission control module tells it when to shift. A good resouce is www.allpar.com.
faulty speed sensor in the transmission
The computer has detected a malfunction and set a trouble code. You need to have it checked for codes.
It is the rectangular block on the front of the trans case.

my 1999 dodge caravan did the same thing and it was the speed sensor gone in it.THE speed sensor is located on top of transmission drivers side. Have it checked for codes, could be major or minor.

The speed sensor sends a signal to the speedometer to show the correct speed and it sends a signal to the transmission telling when to shift. If the speed sensor is bad the speedometer will not work and the transmission will not shift correctly.
Not sure what you mean by transmission selector sensor. The transmission range sensor reads what position you have selected with the gear shift lever.

Have the transmission computer checked for codes. It will lock into 2nd gear when a malfunction is detected.
This often happens when the transmission fluid is low or needs replacing. As a temporary fix until you can do something about the fluid: If you stop (like at a traffic light), turn the key to off, wait a second or two and then restart it will shift again
