You wouldn't say that, you would say 'Have you ever played Golf?' or 'Do you ever play golf?'. Both would mean; have you, in your past, played golf at any point?
I would say that it's the perfect tense because if they were asking the question then you would presumably not be playing golf at the time; the perfect tense is used for something that is not ongoing but is in the past. I'm not 100% sure though, speech makes everything more comfusing :)
