The London Eye was built as part of the city's millennium celebration just before the year 2000 along with such other city features as the Millennium bridge which crosses the Thames between St. Paul Cathedral and the Tate Modern. While originally the London Eye, built by British Airways, was meant just for the millennium celebration, it proved to be such a popular tourist destination, and such an important revenue stream, that it has remained open. In June 2008, the site welcomed it's 30 millionth visitor.

It's as far as I know just a tourist attraction - something that you can say you did or saw when you went to London, making London more popular. It's a great view when you get to the top! I really like it! Go there some day...

It has no specific purpose other than as a tourist attraction. The views of London from the top of the eye are excellent.
The purpose of building the London Eye was so people could have fun while seeing the wonderful view of all of london! I hope this answer is useful...
