It all depends on what the concrete is used for. If it's a footing or foundation that's in direct contact with, and buried by, surrounding earth, you can use heavy duty (6 mil) poly sheeting, or glop asphalt/tar all over it.
If you're talking a sidewalk, driveway, stairs, or some such visible surface with foot or vehicle traffic, you want to use a penetrating sealer---concrete sealer, or Thompson's Water Seal.
