No later than 10:30 on a school night. If they have to go to bed at 7:30, 9:00 or 9:30 would work. Or, perhaps, by 9:00 they have to be in bed and they can read quietly until 9:15 or 9:30.
On weekends, 11:30 should be max (with midnight for special occasions); but the time before can be allotted whether the child has behaved, etc. and is based on the parents' discretion.
A person under the age of 24 should go to sleep at whatever age they are in military time. Your kid should go to bed at 10:00 am. THIS WILL CAUSE STRESS DURING THE DAY. It's okay to take small naps inbetween, though. Just don't mess up your time. Anyone above 24 should go to bed around 11:00 pm.
I would probably say about 9.30pm, at weekends 9.45pm. I suggest they have no more gadgets after 8.00pm but tv - no restriction this is because gadgets are proven to keep you awake and tv isn't. all you need to remember is that you're in charge not your daughter so she goes to bed when YOU say.

9:30 if she wakes up 6 to 7:00 in the morning that's the right time but for me when I drink a glass milk it makes me sleep faster
