I'd suggest reposting your question with more detail. It's difficult to determine whether your engine has seized due to lack of oil, whether your alarm system has locked out the starter, something in between or none of the above. Maybe you can't get the hood open?
the fact that an engine is locked up may be caused by the fact that the engine is in fact locked up
It depends on what caused it to be locked up. You will need to disassemble the engine and repair or replace any broken parts.
if by locked u mean seized, then it means the engine cannot be used. this occurs when the pistons become "stuck" to the cylinder walls
Locked meaning blown?,no quick fix.
Repair or replace.
That is correct...
A locked up enguine cannot be unlocked
It won't crank!
the engine is locked up. Not good. Very expensive.
A locked up engine will need overhauled or replaced.
Depends on what caused the engine to lock up. Most of the time a locked up engine is very serious and will require disassembly.
