Nobody established a reign in France in 1793.

1789 was the year the French Revolution had begun, and in 1792 the French monarchs (King Louis XVI and Queen Marie Antoinette) were executed. France was no longer a monarchy but a republic at that time.

Only in 1799 Napoleon Bonaparte crowned himself emperor of France, making France an empire.
