Purchase a good quality thermometer specific to the type of temperature you need to monitor; IE: Medical, cooking, pool or fish tank. There are different type, but digital thermometors are the most accurate.
Wherever the thermally sensitive part of the thermometer can be kept in contact with, or surrounded by, the thing whose temperature you are trying to measure, and isolated from other objects.
Using a thermometer usually does the trick.

Temperature is the measure of thermal energy. And how you measure thermometers is that if the liquid expands when its temperature increases. The height of a column of the liquid inside the tube shows the temperature.
Celsius
They had thermometers that were a glass tube with mercury sealed inside. There were temperature markings on the outside of the tube that when the mercury reached that point it showed what the temperature was.
