On September 7, 1977,a treaty was signed by President Jimmy Carter and Omar Torrijos, de facto leader of Panama, granting Panamanians free control of the canal, so long as Panama guaranteed complete neutrality of the canal. The treaty led to full Panamanian control, effective at noon on December 31, 1999.
Panama's modern history was influenced by the canal treaty which granted the United States rights in perpetuity over land on both sides of the canal and intervention right in Panamanian affairs. The treaty led to friction between the two countries for decades.Ê
The French had the idea to build a canal across Panama first and they started the project; after about their sixth year working on the canal they ended up going bankrupt. that is when the US showed interest in buying the canal for the French, but Columbia, who at the time owned Panama, would not allow the purchase. An agreement was made with Panama to help them get their independence the US would be allowed to finish building the canal.
Because it was the thinest place to cut across being only sixty miles long.
By giving the Panama Canal back to Panama, the Soviets could have easily used Cuba to conquer and sieze the canal. If the Soviets had control over the canal then they could set up bombing bases in the Pacfic without any conflit of passage.
