The United States had only two atomic bombs. If we demonstrated the power of the bomb to the Japanese, many people feared that the Japanese might move Allied POWs to the area where the test was to be held. Also, if the bomb was a dud, and did not explode, the Japanese would be more determined to continue the war. If we exploded a test bomb, the Japanese might still continue to fight and one of our bombs would have been wasted. Plus, it was very expensive to develope an atomic bomb and we wanted to protect the two we had to use on Japan to end the war as soon as possible, thus saving Japanese and American lives.
