Once you appear at Cinnibar Island, talk to Blue do whatever. Then use surf and go east until you get to land. Follow the land, surf a bit more and finally you'll find yourself near a cave. Go into the cave and battle your way to Blaine. It's a lot of fun, because his gym is awesome. He's also a fire type Gym Leader.
