Israel is targeting terrorists only, unlike the terrorists themselves. For this reason, when firing on terrorists in built-up areas, Israel is using laser-guided camera-equipped rockets, air-to-ground as well as ship-to-shore. When firing on open areas (terrorists in the field), regular tank shels are used. You can see the action in the videos that have been released to the public by the IDF.
Note that Israel notifies the nearby people by phone and leaflet before firing.
