Yes, 99% of weather occurs in the troposphere because the tropopause, the temperature boundary between the troposphere and stratosphere, disallows formation of clouds and weather due to the separation of low temperatures in the troposphere and higher temperatures in the stratosphere. This boundary is only rarely breached.

Well, I believe it's not the stratosphere because it is important and it has a ozone layer, the ozone protects life on Earth by absorbing some of the sun's harmful rays. From the stratosphere to the edge of space, there is no water and too little air for any weather to occur. The troposphere is where most water is found and where most clouds form. The troposphere is about 15 km (9 mi) thick at the equator, but very little weather occurs above the troposphere and so troposphere is mostly correct.
