It is generally measured in grams. There is not much point in measuring it by length (such as cm or meters) because the length is not entirely consistent and it is rather impractical to line up strands of spaghetti end to end to determine the total length.

Spaghetti, being originally an immigrant from China, is today headquartered in Italy (hence, its Italian name: little strings). As a current EU resident, it seems appropriate to measure spaghetti in millimeters, grams, and milligrams.

I would use meters as this is the unit in the metric system. Possibly I would make use of a prefix (centi) and express the result in centimeters, like 28 centimeters in stead of 0,28 meters.
