xp and vista have the same tool... start/run type in msconfig go to the startup tab and disable any startup program you want

If you mean the the system configuration utility, open the start menu and select "Run" (if you use Vista, open "All Programs"-"Accessories"-"Run"). Type in "msconfig" and press OK.
