It seems that you are using an older version of Internet Explorer (or whatever internet browser you use) than the newest one available. My laptop, which uses an older version of IE, has this same problem. See the related links to upgrade your IE.
It could be that your computer is not picking up on the signal from your router (you can check in the Network and sharing center) or very weak. Also, on a quick side note, I strongly recommend switching internet browsers as there are many out there that are faster, safer, and more aesthetic than Explorer. Anyway, you may have connections blocked by your computer's firewall or virus protection, if you live in a populated area, people could be eating up all of your bandwidth, and the list of possibilities goes on.
Aha but i can if you have steam just buy it on there and then install it from there it goes slower because its being downloaded from internet but it works i do self have windows 7 and it works perfect
