Voltage doesn't 'pass through' anything! Voltage is another word for 'potential difference', and is measured between two points in a circuit. For a transformer to work, it's necessary to apply an a.c. voltage across the transformer's primary terminals.

It depends entirely on the input voltage and the 'turns ratio' between the primaty and secondary coil. If the secondary has twice as many turns as the primary the output is double the input. If the secondary has half the turns of the primary then the output is half the input.
