England, France and Spain were allies in the sense that they sent a coalition force to Mexico in an attempt to gain repayment of loans owed by Mexico (because of insurmountable national debt Mexico suspended all repayment of foreign debt). Time line approx. 1861. England and Spain left after reaching an agreement for repayment by Mexico. France remained (perhaps due to having geographic regional interests in setting up French influence rather than an overwhelming desire to gain repayment of monies owed). Of significance was the battle of Puebla, where French troops were defeated by Mexican troops, resulting in the Mexican Holiday, Cinco de Mayo.
