The United States marines' founding was in November 1775, during the Revolutionary War.
The Navy considers October 13, 1775, as the date of its creation by the Continental Congress.
The Declaration was published in July, but Congress didn't approve it until October.
The congress created the Articles of Association on October 20, 1774, which was a formed a formal and united boycott of British goods. The congress also demanded that the Intolerable Acts should be repealed and if they were not then the Colonies would no longer export their goods to the British.
The second Continental Congress did in October 1776. It was published for the colonies in July but not voted on until October.
The United States Navy recognizes 13 October 1775 as the date of its official establishment, when the Continental Congress passed a resolution creating the Continental Navy.
The First Congress started a boycott of British goods and a Second Continental Congress. The Second Continental Congress created the Declaration of Independence and the Articles of Confederation.
They wrote it and signed it. It was announced in July but not in effect until August.
Most delegates to the first Continental Congress were not ready to break away from Britain. The First Continental Congress met briefly in Carpenter's Hall in Philadelphia, Pennsylvania from September 5 to October 26, 1774.

The officially recognized "birthday" of the US Navy is October 13, 1775, when the Continental Congress authorized the outfitting of a "swift sailing vessel . . . for intercepting such transports as may be laden with warlike stores and other supplies for our enemies, and for such other purposes as the Congress shall direct."
