At the time, it was to England and France, a way to avoid a war in Europe. Within a year the war, to be avoided began anyway as Hitler attacked Poland and the Soviet Union ( as per the secret clause in the Russian-German Non-Aggression Pact) occupied the eastern half of Poland.
Hitler once again was able to be a "hero pf conquest" to the German people without firing a shot.

On September 29 & 30, 1938, Germany, Britain, France, and Italy met in Munich to decide what action, if any, to take concerning Germany's aggression in Czechoslovakia. The Munich conference was a meeting of four European countries (Italy, France, Great Britain and Germany). The agreement allowed Germany to annex Czechoslovakia's Sudetenland. Czechoslovakia was not present at this conference, and it should be noted that this land contained key heavy industries, as well as 3 million Germans.
