There were 4 main goals of the Congress of Vienna:

1. Most importantly, the Congress of Vienna wanted to create a balance of power between the 5 major powers in Europe (Britain, France, Austria, Prussia, and Russia)

2. The other 4 major powers wanted to contain France so that someone like Napoleon would not be able to upset the balance of power so easily and attempt to conquer the other powers.

3. The other 4 major powers sought compensation from France, who had just been defeated in the Napoleonic wars in Europe.

4. The powers, particularly Austria, Russia, and Prussia, wanted to restore traditional, conservative monarchs to power in countries in which Napoleon had installed a liberal government.

It is hard to pinpoint one "main goal" in the Congress of Vienna without being abnormally vague. If one were to be vague, one would say that the goal of the "Congress of Vienna" was to restore order in Europe. But, this goal constitutes of many other ambitions such as building barriers against any country's expansionism and stabilizing relations.

Expansionism: The congress followed a "balance of power" as their guiding principle--trying to make it so that no country was powerful enough to damage international relations. The Austrian diplomat Klemens von Metternich, who had tremendous fears of Russian expansionism and political/social change, was afraid that Tsar Alexander might provoke revolution as means of establishing Russian supremacy in Europe. To check potential Russian aggression, the European nations supported the organization of nearly 300 German States/Principalities into the Confederation of the Rhine (creating more unity to prevent revolution) as well as keeping Bavaria, Wurttemburg, and Saxony independent kingdoms (trying to prevent Russia from having too much authority in these smaller kingdoms).

Stabilizing relations: This follows with the issue of expansionism. Countries with significant desire for expansionism would destabilize the relations between the European nations. But, most of all, the Congress of Vienna wanted to secure the peace they had reached at the time. Britain, Austria, Prussia, and Russia formed the quadruple Alliance (which later became the Quintuple Alliance when France was included in 1818). There were to be regular meetings between this alliance and to help each other in suppressing any disturbances within the nations.

And, just a last important detail in the goal of restoring order, Louis XVIII was recognized as the legitimate sovereign of France and became the emperor. An example of recognizing "legitimate" authority.
