In Germany the position was that the authorities were tolerant. Homosexual acts were illegal, but the law was not enforced and there was a committee looking (slowly) into the case for legalizing homosexual acts between consenting consenting adults. Then the Nazis came to power and drastically increased the penalties. I don't know about the position in Austria.

Nazism was a German political movement and therefore vast majority of Nazis were German (and/or Austrian once Austria was absorbed by German). Most Nazis therefore lived in Germany and Austria. There were other similar political movements in other countries which are sometimes refered to as "Nazi" but these were on a much smaller scale to the German party.
It helped to defeat the nazis, just as America defeated the nazis in many of the other countries as well as America defeating the Japanese who were on the nazis side. Japan attacked China so badly.

Austria, however it was not really an invasion but a coerced decision by the Austrian government to turn power over to the Austrian Nazi Party (that took orders from Hitler). It was called the "Anschluss" which is German for 'joining', 'connection', or 'union'. Thereafter Austria was considered part of "greater Germany" and fully participated in Germany's ambitions & conquests.
