During the Victorian era women often didn't wear underwear, so during menstruation women wore belts with pads attached or period bloomers. Hygiene wasn't fantastic around that time, and poorer women may not have even had that much.

In the early 1900s, women were viewed as property. They were not allowed to vote, and it was frowned upon for them to speak their minds. Very few women were allowed to work. Women who wanted to be free from the house were considered hysterical, and were given bogus treatments such as being confined to bedrest, or even worse "vaginal examinations."
In the 1920s, women were allowed to vote. This did not change much.
In the 1940s, while the men went to war, the women took over as the workforce. When the men returned home, many went back to being housewives, but things changed. Women wanted to work.
In the 1960s, Womens Rights and the Sexual Revolution became big issues. Women wanted equal rights and equal pay. They became more independent.
Womens Rights issues continued into the 70s, where Roe v. Wade determined that abortion was the woman's choice, and into the 80s, when divorce became less of a naughty word.
The 90s were also a time of female empowerment in the eyes of the media. However, though life for women has improved significantly, women are still treated as second-class citizens from time to time. Women still don't get paid as much as men for the same job, and they are still constantly objectified.
