The Alien and Sedition Acts were imposed in 1798 to control alien immigrants in to the United states. People who come from other countries not from other planets, but I suppose if the need ever arose it could come to include space aliens ;)

Four bills make up the Alien and Sedition Acts. The Naturalization act required 14 years before citizenship could be attained, up from 5 years. The Alien Friends Act allowed the president to deport or imprison aliens he deemed dangerous to the United States' peace whenever he decided appropriate. The Alien Enemies act allowed him to do the same, but with anyone who was male, and a citizen of a hostile country during war. The most controversial of them all, however, was the Sedition Act, which restricted the extent of speech that criticized the federal government.
