APEX: Korea
The US and Japan discussed the Japan-Russo War, and why it was of great importance to the Japanese to take control of Korea. They feared that, if left to their own devices, Korea would sign an agreement with Russia and attack Japan.
They also discussed the importance of good Asian-American relations, in case the need for American intervention in the war should arise.
This memorandum was between US Secretary of War William H. Taft and Japan's Prime Minister, Katsura Taro, on July 29, 1905. The notes from this meeting weren't discovered until 1924, though the US denied that it was a "secret" meeting.
the gentleman's agreement
American President Theodore Roosevelt supervised the negotiations between Russia and Japan that resulted in the Treaty of Portsmouth in 1905, ending the Russo-Japanese War.
Reach an agreement
USSR had signed an agreement with the US to enter the Pacific war against Japan in order to get land deals (some of Japan's islands) and loans. The US honored most of the agreement even though US decided to drop the bombs. Russia still owns some of these islands. Stalin found out about the A bomb in 1943 and saw the specs from his spies at Los Alamos at this time. He knew about the bomb when he signed the agreement with US. Note: Far earlier than Rosenberg involvement.
