The answer is.........

Basically,a piece of paper saying that everyone has equal right ,whites,blacks,Mexicans..ect..

The Emancipation Proclamation was only Propaganda to discourage European powers from assisting the Confederacy. It free no slaves. It improved nobody's rights. It explicitly did not free slaves in Union states (Lincoln did not want to risk them seceding too) and implicitly did not free slaves in Confederate states, as the Union had no power there.

The Emancipation Proclamation, written by Abraham Lincoln proclaimed all the slaves in the confederate states to be free. This document actually did nothing, because the confederate states were not under Lincoln's control at the time. A couple slave states had sided with the union in this war, but the emancipation proclamation said nothing about them. The emancipation proclamation was more symbolic than it was useful.....

The Emancipation Proclamation was an order issued by Lincoln in 1863, freeing all slaves behind confederate lines. The proclamation changed the war's purpose. Before, the war was about reserving the union, after the proclamation, it became a fight for slaves freedom. it also allowed free blacks to enlist in the union army.

It had not actually gave slaves their freedom on January 1,1863.The proclamation played the of role of giving the slaves their freedom. It was official on January 1, 1863. It freed the slaves in the Confederate states even though Lincoln didn't have any power in the Southern states; but not the border state since the president didn't have the power to do that, it could only be done by a constitutional amendment of state legislatures.

The Emancipation Proclamation was entirely a piece of political Propaganda to discourage European countries from assisting the Confederacy. It freed no slaves in any way, it did not affect slaves in states still in the Union (to keep them from seceding too), it only affected slaves in the Confederacy where the Union had no ability at the time to enforce it.

What were the social and political effects of the Civil War?

I can't speak for everyone but in my opinion there were two major social effects brought about by the Civil War. One was the beginning of the struggle for civil rights and equality for African Americans along side the opportunity to mend and bring about a more perfect Union which is still being fought today. The other is that the Civil War made the United States a unified Nation. That is One Nation. No north, no south no State sovereignty. We are now and have been ever since The United States of America. The Political effects were the same as with most major events in history and I think even more so today. I see the exposure of these events, the fallen and the social effects used for political purposes that serve politicians and their constituencies. For example, even Abraham Lincoln used the outcome of Antietam to make his case for the Union through the Emancipation Proclamation, which he tactically waited to do until a Union victory was made. Although Lincoln was opposed to slavery, he used the Emancipation Proclamation politically to garner support for the Union cause.
