∙ 6y agoThe ten-percent plan was Lincoln's idea of the requirements the confederate states needed to do in order to get back into the union at the Civil War's conclusion. 10% of the voters who voted in the 1860 election had to swear an oath of allegiance to the Union and accept emancipation. Each state also had to reorganize its government. If the state did this then it could rejoin the union.
