There wasn't really a "first" series as several started at the same time but the first regular TV shows that debuted in 1931 were Television Today, Piano Lessons, Hints for Swimmers & The Television Ghost.

Since the "miniseries" is defined as a limited run series that lasts between 3 & 13 episodes, the first miniseries appears to be 1969's BBC 12 part The First Churchills.
