The célérifere, built by the French nobleman Comte de Sivrac In 1791. It had no forks and so could not not be steered in the normal way. Rather, the front wheel was lifted in 'wheelie' fashion and a shift in body weight to one side or the other completed the turn. But it had two wheels and a saddle and was foot powered - a bicycle.
Hobby horse or boneshaker

The first machines that we think of as bicycles were called hobby horses, or boneshakers, a mostly wooden construction on which you kicked yourself along with your feet on the ground.

In German it was called a "Draisine" after the inventor, Von Drais.

Pictures of the first bicycle show a wood plank body, with iron wagon type wheels , no tires to speak of, and iron steering. these were push and coast bikes with no other drive system.

Depends a bit on what you define as the first bicycle. If you think about the first "bone-shaker" that was powered by the rider kicking himself along, then the answer is mainly wood and some iron fittings. But once pedals were added the main build material became steel.

No.First wheel was invented then wooden carts. The wheel was furthered improved on later by the Egyptians, who made wheels with spokes. Later, during the time of the Roman Empire, the Romans too engaged themselves in wheel-making and produced the greatest variety of wheeled vehicles. They had chariots for war, hunting, and racing, two-wheeled farm carts, covered carriages, heavy four-wheeled freight wagons and passenger coaches.

It's somewhat a matter of opinion, as humans have been playing around with wheels for a long time. But the boneshaker would be a good bet.
