Missouri's first constitution was adopted on July 19, 1820
When the Constitution was first proposed to the 13 colonies, many colonies rejected it because it did not give them the freedoms or rights that they had demanded from the King of England. They demanded that these things be added to the Constitution before they would ratify it. To be productive and to get rid of the Articles of Confederation (the quickly drawn precursor to the Constitution), the Constitution was accepted on the condition that several amendments be attached shortly thereafter. Thus the Constitution was adopted on September 17, 1787 and the first 10 amendments were adopted on August 21, 1789, which later became collectively known as the Bill of Rights. In summary, the writers of the Constitution made sure amendments could be added as it was the only way to quickly get the Constitution ratified.

The thing that starts with O in the Revolutionary War that you are thinking of may be the Olive Branch Petition. It was adopted in July 1775 in an attempt to avoid a war between the thirteen colonies and Great Britain. In August 1775 the colonies were formally declared to rebellion and the petition was rejected.

At the same moment USA adopted the flag. The original flag contained the 13 striped, because of the 13 original colonies.
The Articles of Confederation

The first ten Amendments to the Constitution, which is the Bill of Rights, were adopted December 15th, 1791. These are rights granted to the people. The United States itself "gained its rights" would be when the thirteen Colonies ratified the Constitution on July 4th, 1776.
The Declaration was signed by representatives of all thirteen colonies, not just 2.
It was ratified in June (June 21st 1788).
By July 2, 1788 ten states had ratified the constitution and it was formally adopted, but it did not go into effect until March 4,1789, and was formally accepted by all thirteen states as the Supreme Law of the Land in 1790.
I don't know anything about the first flag, but I know that the first U. S. flag had thirteen stars and thirteen stripes. After the U. S. annexed the Republic of Vermont, Kentucky separated from Virginia, and both were admitted as new states, the U. S. adopted a flag with fifteen stars and fifteen stripes. Congress then passed a law to keep the number of stripes at thirteen in honor of the original thirteen colonies/ states.
