It is a classic example of a FALSE FLAG. there are two instances that took place as the us navy was in northern Vietnam waters and were attacked. but this led to nowhere so the us government concocted a story that they were attacked again days later however there was no attack by the north Vietnamese it was a false story and the us media ran with it.

This enabled President Lyndon B. Johnson to persuade congress to pass the gulf of tonkin resolution which granted President Lyndon B. Johnson the authority to assist any Southeast Asian country whose government was considered to be jeopardized by "communist aggression". The resolution served as Johnson's legal justification for deploying US conventional forces and the commencement of open warfare against North Vietnam.

2. 04 August 1964, alleged torpedo boats from the North Vietnamese Navy engaged destroyers USS Maddox (again) and USS Turner Joy in the Gulf. "Tonkin Ghosts" (false radar images) are believed to have been the real adversaries on 04 August 1964.
