House of Burgesses (Va) was first representativelegislature - 1619. Not sure if there were any "legislatures" per se. Probably a few local leaders and bodies, too. We assume you want the English colonies, right? Spain probably had a few governing bodies, too.

The first colonial legislature was located in the Virginia colony. This took place at the House of Burgesses in Jamestown in a church.
