Because Andrew Johnson wanted easy terms for the south but the congress wanted to punish the south.
In general Congress was not as forgiving as Lincoln. They wanted to punish the South and treat it like a conquered enemy.
Reconstruction was what the period of rebuilding the south was after the civil war.
The Union won the Civil War and took over the South. There were Northerners that came down to take political positions. Abraham Lincoln and his vice president, Andrew Johnson, wanted to be gentle with the South but after Lincoln was killed, the Republicans in Congress wanted to punish the South. They controlled the Reconstruction.
Radical Reconstruction was the imposition of military government in the South after the Civil War, in order to punish the former Confederate states and enforce the abolishment of slavery. Abraham Lincoln disagreed with the plans of the Radical Republicans in Congress, who instituted the military control of the South after his assassination,

Andrew Johnson did not seek to punish the south as harshly as Congress wanted to at the time. This was a major sore spot for congress and one of the reasons that would eventually lead to the house impeaching the president.
