But on the whole that advice must have been good because the treasury was refurbished after Caligula's wild spending and his military reforms were sound. He was a guy who would listen to others and not think he knew it all.
Historical records tell us he was smart even though his disability made him seem as if he wasn't. When the guard made him emperor it was as a joke, but they actually placed one of the smartest and most politically astute men the head of Rome.
